Smart asset management for a safe and high-performing A9
Minimal disruption and optimal availability

“The biggest challenge is that we have to maintain a busy stretch of highway while construction on the new A9 is ongoing,” says Pim Bos, Maintenance Manager. “The A9 between Badhoevedorp and Holendrecht is a crucial traffic route. There’s limited space to work, and everything that is being built needs to be of high quality so that it lasts a long time. In Amstelveen, the A9 will even be constructed below ground level, which is technically complex.” INNOCY has been involved in this project from the very beginning. VeenIX asked the consultancy and engineering firm to take care of the entire asset management: from strategy and planning to execution. “In concrete terms,” Pim explains, “this means that the performance of the road must remain consistent, according to the requirements of Rijkswaterstaat. Meanwhile, many parties are working on the construction of the new road. At a strategic level, we ensure the ultimate balance between asset performance, risk, and cost, so that the road is built and managed intelligently. In addition to daily operations and maintenance, we also consider the long term. By 2040, everything must still meet the agreed-upon quality standards.”
Smart Maintenance Planning

Always the Right Balance
n asset management, it’s essential to strike the right balance between risks, performance, and costs. That’s why INNOCY makes smart choices whenever and wherever possible. Daan Jenken, Asset Manager, gives the example of the movable Schiphol bridge: “Some parts of the bridge require maintenance. You need to take that into account during the design phase. Those parts must be accessible without having to shut down the highway. That’s something we pay attention to and provide input on.”
Another example is the choice of lighting along the road:
“Do you choose cheaper lights that need to be replaced six times by 2040? Or do you go for slightly more expensive ones that only need to be replaced once? Every decision, big or small, has an impact. Because when you do the math on a project as large as the A9, those choices can lead to major cost savings.”
Long-Term Asset Management
Once construction of the A9 is completed, currently planned for 2027, the maintenance phase begins. INNOCY will remain involved in maintenance for another two years. In 2029, the work will be handed over to another party, EPC. Daan explains:
“By 2027, we’ll have a finished project, but we won’t actually hand it over until two years later. That’s quite exciting, because by 2029, we’ll need to prove that everything meets the standards and is of excellent quality.”
